The Premiership's youth development chief Huw Jennings is keen to see clubs send their best English youngsters abroad on-loan.
He said: "We should look at sending 18- to 22-year-olds abroad for a couple of years to enhance their football education - like finishing school.
"I have Italy in mind because over the years the likes of Trevor Francis, Mark Hateley, David Platt, Paul Ince and Paul Gascoigne did very well there.
"They play a blend of football that English players might benefit from."
