City's owner is at the centre of an investigation into alleged fraud in his native Thailand but the former prime minister has refused to return to Bangkok to face trial and the authorities have frozen his bank account.
Scudamore told Setanta Sports News: "There is a fit and proper persons test. It is all laid there. If he is ever found guilty with any offences that match with our rulebook then there will be a breach of rules and it will be dealt with.
"That is not the situation, that has not happened. Obviously we are gathering information from him, from the Thai authorities and from our own foreign office and the home office and we will deal with the facts only.
"But we are not in that position yet - we are just gathering information and will deal with it in due course."
