The Crew have opted to trade the 23-year old forward to the Goats following a 15-month spell in Ohio which included 14 MLS appearances.
"This move gives us salary cap flexibility and an additional roster spot," said Crew head coach Gregg Berhalter.
"Equally as important, the deal gives Ryan an opportunity to compete at the MLS level again and it's a chance for him to make a mark in our League. We wish him success in the next chapter of his career."
Finley made his way to the Crew via the 2013 MLS SuperDraft (pick no. 9) but failed to make an impact with the Crew first team and was subsequently loaned to USL PRO side Dayton Dutch Lions earlier this year.
