Plymouth have expressed interest in signing the youngster outright after an impressive loan spell, though talks have stalled due to an initial injury setback and then the coronavirus suspension.
With the League Two season now voided, a decision needs to be made.
In January, Argyle boss Ryan Lowe said: “There is stuff going on with Josh. We are just speaking to him now about keeping him as a permanent.
“We are in dialogue with Chelsea at the moment and he is because he has got six months left.
“The conversations keep going but we are potentially going to sign Josh on a long-term contract.
“We will just have to wait until all the paperwork is done."
