Lampard sees the West Ham United star as a key target for this transfer window.
He believes Rice can excel as a defensive midfielder and center back.
However, The Athletic's David Ornstein claims the club's board is unsure about Rice.
They do not believe he is worth the price West Ham want, a reported £70 million.
Chelsea have already spent a lot this summer, and they are wary of bringing back Rice, who was a Chelsea youth player as a kid.
Lampard may have to wait a year to sign Rice, or move his attention to another player.
