AC Milan ace Silva is on loan at the Spanish club and Chelsea will not be able to sign him unless they land a replacement.
But Blues chiefs are hoping to solve the problem by loaning Morata, 26, to Sevilla so Silva can return to Italy before completing a move to London.
The £65million Spanish international has struggled since moving to Stamford Bridge - scoring just 24 times in 72 games.
