Blackburn Rovers must smash their wage ceiling to land Freiburg striker Papiss Cisse.
The Mirror says Rovers will have to come up with a record £4million-a-year contract to sign Cisse.
Rovers are prepared to outbid Ukrainian giants Dynamo Kiev for the powerful hit man, but his personal terms have come as a shock to their negotiators.
Cisse, 26, is looking for a massive contract on around £75,000-a-week and claims to have had better offers from Kiev - with further interest in both Germany and Russia.
Freiburg will cash in on Cisse for the right price after a prolific season, but the main snag may be his salary. However Rovers are desperate to land a proven goalscorer and may push the boat out.
