Manchester City are edging closer to a deal for Blackburn Rover striker Roque Santa Cruz.
The Sun says City are unwilling to meet the £20million clause which would trigger his release.
But a fee of £15m with more to follow if he proves a success should be enough to see him rejoin his former boss Mark Hughes.
A senior Rovers source said: "Talks between the clubs are ongoing but we're not a long way apart now.
"If he's going to go we want it done quickly."
