But Besiktas are starting to panic after seeing Tosun named in Everton's previous two matchday squads.
The report adds that the Turkish side want to complete a deal before Everton's opinion that the 30-year-old should stay at the club 'outweighs' their decision for him to leave.
Tosun spent last season on-loan with Besiktas before suffering a knee injury.
