Atletico Madrid president Enrique Cerezo has invited Manchester City to bid for Rodrigo.
City regard the Spain international as a primary target this summer as they seek to find a potential successor to Ilkay Gundogan and offer competition to Fernandinho in their title-winning squad.
Cerezo has hinted that the club would not block the departure of Rodri either, should the offer be deemed acceptable and the player wishes to leave.
"Today... Today, Rodrigo is an Atletico player," Cerezo told Marca.
"But if tomorrow he has an offer and wants to go..."
Rodri has a release clause worth €70million.
