According to Independent.ie, Aston Villa, Fulham and Stoke City want to sign the Republic of Ireland international.
Arter enjoyed a fruitful loan spell at Cardiff City this season.
And the midfielder wants to continue playing first-team football, even if that is away from Vitality Stadium.
