The Mirror says McLeish aims to take Foster with him from Birmingham to Aston Villa - but wants the furore over his switch to ease off first.
McLeish sparked a huge Second City row earlier this month by quitting relegated Brum to become Villa boss five days later.
The move has upset both rival sets of fans and left the clubs locked in a legal row over the Scot's appointment.
Despite the animosity, Brum are willing to sell Foster to Villa, who need to replace Brad Friedel.
