The Leicester City winger is desperate to leave the Foxes this summer and has eyed Arsenal as an ideal destination.
The Gunners were set to sign Lemar after lodging a bid of £30.7m last week.
However, with most of their stars on their way out, Monaco have fended off Arsenal's advances for the 21-year old.
The Mirror reports that Arsene Wenger has now given the go ahead to pursue Mahrez.
