Arsenal have failed with an opening bid for Bayer Leverkusen midfielder Lars Bender.
Express says Bayer have turned down a £19.7 million offer from Arsenal for Bender.
The midfielder, whose twin brother Sven helped Borussia Dortmund reach last season's Champions League final, has been capped 14 times by Germany.
