Ukraine sources report Arsenal boss Arsene Wenger is monitoring Douglas Costa's situation and willing to go to €20 million to land the midfielder.
Tottenham are also interested, but only on an initial loan arrangement.
Spurs chairman Daniel Levy has close ties with Shakhtar and discussed signing Douglas Costa last summer.
