The Gunners want to sign the Turkish international to replace Aaron Ramsey.
But a £55 million bid has been rejected by the Italian club, per Turkish paper Fotomac.
Roma do not want to sell their prized asset.
They are fighting for European places in the Serie A table, meaning they are unlikely to weaken their squad midway through the season.
Under has three goals and five assists for the club in 14 Serie A starts this season, with most of his appearances coming on the right wing.
He has also impressed in the Champions League, netting three goals in 6 appearances.
