Portsmouth defender Nadir Belhadj is set to reject a Premiership stay this summer.
The Daily Mail says Belhadj could snub the chance to follow Avram Grant to West Ham in favour of a lucrative move to Qatar.
But Al-Sadd will have to at least double their £1.5m bid that was rejected last week.
