Ajax chief Edwin van der Sar has taken aim at Chelsea and Manchester City over the amount of players they have out on-loan.
In the Eredivisie, City have players at NAC Breda and FC Twente, while Chelsea maintain a partnership with Vitesse.
Van der Sar says clubs being allowed to loan out an unlimited number of players needs to be examined.
"We need to stabilize a situation that goes the wrong way," Van der Sar said.
"We are a club that gives young players a chance, but some prefer to go to larger clubs where they get a big deal. However, they are loaned to a smaller team and hardly play in the first half of their careers.
"They get young players early, but they often loan them for a number of years and do not give them a chance in the first team.
"Somehow we need to find a good solution with FIFA and UEFA."
