The 16 year-old midfielder has been training with Bayern this month, having first started with the Under-17 team before being promoted to the Under-19s last week.
His advisers Willy Moupoupa and Jack Blouet told Foot Mercato: "Yes, we are in talks with Bayern.
"There is nothing official to announce. We also talk to other clubs from Europe. We are looking for the best option at the highest level for Emran's career."
Soglo is currently a free agent after coming off contract at Chelsea this summer. He qualifies for pro terms with the Blues, but is now exploring other options for his career. Soglo is a versatile midfielder who can play as a No10 or as a deep-lying playmaker.
Interestingly, Bayern have already taken Jamal Musiala and centre-half Bright Arrey-Mbi from Chelsea's academy over the past two years. Musiala has since gone onto to become a Bayern first team regular and was part of Germany's Euro 2020 squad this summer.
