The agent of Hakon Evjen admits the youngster chose a move to AZ Alkmaar over Manchester City.
The 19 year-old midfielder agreed to move to AZ from Bodo/Glimt last week.
His agent Morten Wivestad told VG: "There has been great interest in Hakon from various levels, and we have always been looking for the right club and the right time.
"City wanted him, but he did not want to join their A team now. We felt that we would not have had control over where he would go on loan, and that is why we believe that AZ is a much safer and more correct choice.
"They had a clear ambition for him to become a City player. They thought he had potential for it, but he wouldn't be on the A team now. That's why we chose AZ."
