Roma snapped up whizkids Valmir Berisha (Halmstads) and Tonny Sanabria (Barcelona) last month.
"Oscars of the market? Roma and Fiorentina have moved intelligently, they're going to gradually improve their already competitive squads," Martorelli told TMW.
"Lazio flopped? They made a very important sale (Hernanes), it is not the first time that (president) Claudio Lotito looks more at budgets than making a competitive team."
