AC vice-president Adriano Galliani says Kaka must accept a pay-cut to get his move from Real Madrid.
The two clubs are locked in negotiation this week over a loan deal for Kaka.
"It's hard, really hard," said Galliani. "The fiscal system kills us.
"Everyone must make an effort - Milan, Real Madrid and Kaka. A lot depends on his economical sacrifice."
