Le Havre president Jean-Pierre Louvel wants the book thrown at Manchester United over their signing of Paul Pogba.
Louvel blasted: "I hope Manchester will find themselves with the same problems Chelsea are facing.
"We have to stop this haemorrhaging of players from France to England. Rules must be respected."
United beat a string of top clubs this summer to Pogba, who was with Second Division Le Havre from the age of eight.
