Zenit St Petersburg have made an offer for Lazio striker Goran Pandev.
Pandev is unsettled at Lazio and Zenit has offered £12 million to bring him to Russia this summer.
Lazio president Claudio Lotito is ready to sell, though Pandev is reluctant about a move to Zenit.
