The Daily Star says Sunderland have been told they need to increase their bid to £12m if they want to land Wolves striker Fletcher.
The Black Cats have had one bid of £10m turned down by the Championship club.
Now, Sunderland boss Martin O'Neill must decide whether to go back in for the 25-year-old.
