BILD says Spurs rejected an offer from VfL Wolfsburg for the South Korea striker - but only because it fell short of their valuation.
Wolfsburg bid almost €30 million for Son, while Spurs were demanding €40 million to sell.
The German giants intend to try again in January and are prepared to meet Tottenham's asking price.
