Zagadou is ready to leave PSG and fits the profile of VfL's new transfer policy: younger, cheaper, hungrier.
However, City are confident they have a deal in place for Zagadou.
The youngster visited the club's facilities in January and is prepared to move to England when his contract expires in June.
PSG chief Patrick Kluivert has urged Zagadou to sign a five-year deal, and promised him that he would join the first team squad next season.
But Kluivert's efforts have fallen on deaf ears and that Zagadou is intent on joining City this summer.
