Wigan Athletic boss Roberto Martinez needs to offer £7 million to land Swansea City pair Ferrie Bodde and Jason Scotland.
The People says Dutch midfielder Bodde is also wanted by Bolton - who have offered £2m - but Swans have quoted a fee of £5m.
Scotland is also valued at £2m, a fee that put off Burnley boss Owen Coyle.
