The Latics chief has put together an offer to tempt free agent Campbell, who is now able to sign for a new club after sorting out a contract wrangle with Notts County.
Campbell lives in the North East and would favour a switch to Newcastle - but they will not meet his £45,000-a-week pay demands.
Fellow Championship high-flyers West Brom are also unable to satisfy Campbell's wages - but Martinez has told Campbell's representatives that he wants to hold talks with the player and should be able to stump up enough cash.
