The Red Devils had been scouting the Palmeiras forward, who has been tipped as a brighter prospect than Neymar.
United were one of five clubs, along with Bayern Munich, Barcelona, Real Madrid and Paris St-Germain, who could have signed him for £18.9m rather than his full release clause of £31.5m.
But it is claimed United's board deemed the price still too high and will not allow a transfer to happen.
