The Stoke City midfielder has been linked with a move to West Ham United in recent weeks.
The Potters having no intention of selling the Wales international, with manager Mark Hughes stating the club would "not be encouraging any bids for any of our key players"; but Sky Sports report that the Hammers are confident they can sign the former Liverpool man.
Midfield is the area Moyes is focused on this month with Steven Nzonzi, William Carvalho and Jonjo Shelvey also being considered.
According to the Daily Mail, West Ham are prepared to splurge £15million on Allen.
The 27-year-old spent four years at Anfield before moving to Staffordshire in 2016.
