The Daily Mail says West Ham are to offer Fulham £2million for Johnson.
West Ham manager Sam Allardyce wants two strikers with John Carew also on his list.
He will make a firm offer for the 30-year-old on Thursday. Johnson has one year left on his Craven Cottage contract.
