The Daily Express says Marseille's in-demand hitman was thought to be at the top of Mauricio Pochettino's target list for the summer.
However, Spurs' refusal to offer the Belgium international a regular role ahead of Harry Kane leaves a deal unlikely.
West Ham have reportedly already had a £31m bid rejected from Lyon for Alexandre Lacazette, with the club have admitting they are willing to pay in the region of £30m for a prolific forward this summer.
And Batshuayi remains high on their target list, with Dimitri Payet said to be a good friend from their time together at Marseille.
