West Brom chief warns over foreign quotas

West Brom legal chief Darren Eales has warned clubs over proposed foreign quotas for Premiership teams.

"When you talk about quotas there are different levels and measures but FIFA have got what they call the six-plus-five rule," Eales told the Birmingham Mail. "That is a rule that Sepp Blatter is trying to introduce where they are saying you've got to have six players of the nationality of the country you're playing in.

"Separate to that UEFA already have a 'home-grown' policy in place, which is a slightly different criteria. The phrase 'home-grown' gets a bit complicated but basically between the ages of 15 and 21 you have to have had three years in the national association that your club is playing in.

"Controversially, someone like Cesc Fabregas would count. The FIFA rule just won't happen unless there is a massive rule because the EU would have to effectively say that football and sport is outside of EU law.

"UEFA's is slightly different because they have consulted with the EU and tried to make it a proportionate response. Richard Scudamore has said now that the Premier League are looking to bring something in the season after next.

"It still hasn't been fleshed out but the Football League are starting their system next year that that would be four home-grown players in a 16-man squad. But speaking as a lawyer there is no doubt it will be challenged by someone."
