West Brom chief Richard Garlick has explained placing Yuning Zhang on-loan at Werder Bremen.
Albion signed the former Vitesse Arnhem striker this week before loaning him to the German giants.
"Zhang gets the chance to develop further at Werder Bremen, with which we have an excellent relationship," said Garlick.
"He's going to fight for a spot in a major European competition and we are going to keep an eye on his development. Then we'll look at his progress after the loan period.
"There is no doubt that he has many qualities and that he can develop in Werder. Not only here, but also in Germany and China will his progression be closely followed.
"Of course there are commercial advantages to the deal, but our main goal is having one of the best young players develop from a fast-growing corner of football."
