Werder Bremen chairman Willie Lemke has opened the door to selling Per Mertesacker.
The Germany defender has spoken of an ambition to move to England, where Arsenal and Tottenham are keen.
"If the football department come to me and ask if we can sell some players, then I will work on it," said Lemke.
Arsenal and Tottenham are in the market for a new centre-half in the remaining weeks of the market.
