Werder Bremen chief Klaus Allofs says they're finalising talks for Chelsea winger Kevin de Bruyne.
Werder hope to take him on-loan for the new season.
"In these conversations, we're about to reach an agreement. Is there an agreement? Verbally. But it must also be confirmed in writing," said Allofs.
