John Toshack wants Wales' Euro 2012 clash with England to be played at Cardiff City Stadium, reports The Sun. And that would mean just 2,500 Three Lions fans would get tickets.
Wales play all their competitive matches at the Millennium Stadium but have only won eight games out of 26 there.
England would get 6,000 tickets at the 74,000 capacity Millennium.
But despite the prospect of losing more than £1million in gate receipts, the FAW are not ruling out a move to the 26,000-seater Cardiff City ground.
Wales boss Toshack said: "There is a strong possibility that will happen.
"The senior people at the FAW know exactly how I stand on this matter. I've discussed it with the players and they are keener to play away from the Millennium, too.
"The players need a venue they're comfortable with."
