Aston Villa chief Paul Faulker says new chief scout Jeff Vetere is in the process of building a world-wide talent spotting network.
Vetere is already in the process of ensuring Villa have scouts in every corner of the globe working solely for the Villa cause to identify potential stars.
"You've got to physically get scouts domestically, you then want people in key European countries such as France, Spain, Italy, Germany, Scandinavia,'' Faulkner told the Birmingham Mail.
"You also need people looking in places including Africa and South America and then what you've got to do is develop the system of how you scout."
Houllier and Vetere will work closely with Villa's performance analyst Paddy Riley using the latest technology to monitor, rate and sift possible targets.
"Right now you can get any game on DVD so you want to watch those, identify players and mark and grade them," said Faulkner.
"You can flag up people who look promising - you're sifting through a database really. When scouts are watching someone you can take their notes and input them back into the system.
"That's what we're looking to develop so we know who's out there in the world.
''So, if you're looking for a certain position, we can go 'here's the key players in this age group, in this position in that particular country'.
"Then you can look in more detail, you can find out background, injury history, etc, so that as and when we need whatever type of player we start to get options. If you get options the manager may go and look at three or four and he then gets to add his input and you identify your targets.''
