Tottenham Hotspur received an offer from FC Koln for Kevin Wimmer but have been forced to turn it down.
The German side were hoping to re-sign the Austrian defender this month but an injury to Jan Vertonghen has prompted Spurs to keep hold of all available defensive resources.
Wimmer's agent Mithat Halis said: "Cologne made an offer.
"There have been a few offers from the Premier League and the Bundesliga. There is a lot of interest.
"Tottenham do not want to sell. All offers have been turned down and he is staying."
Wimmer, 24, joined Spurs from Cologne in May 2015 and has made 28 appearances for the North London club.
