Dutch legend Hans van Breukelen believes Everton striker Romelu Lukaku's development has stalled this season.

Van Breukelen fears the Belgian will never reach the very elite level of the game.

"The development of Lukaku is declining," says Van Breukelen.

"For sub-elite like Newcastle United and Everton he is good enough, but he lacks something to get to the absolute top.

"If he is at the level of Chelsea, Manchester United or Manchester City, he would have been playing there now."
