The Federation of Uganda Football Associations (FUFA) have repeated their threat to take legal action against their former coach who was unveiled as Hearts manager last Friday.
FUFA media officer Rogers Mulindwa told www.kickoffeastafrica.com: "We are taking him on for absconding, because he has not made any official communication about his move.
"We were surprised that he only sent a fax yet he knew where the FUFA headquarters, where he signed the contract from, are located.
"The short-cut to end this is for Hearts to pay that compensation; otherwise this will cost Csaba his job."
Hearts are believed to be resisting demands for a £60,000 payment as they are confident the Romanian-born coach was a free agent despite having signed a contract until 2010.
