The Sunday Mirror says Tottenham have rejected an £8million offer from Crystal Palace for full-back Davies.
Spurs boss Mauricio Pochettino, backed by his chairman Daniel Levy, blocked the bid — especially with their centre-back Jan Vertonghen out for two months with ankle ligament damage.
Wales international Davies can operate on the left side of a three-man defence as well as giving wing-back cover to first-choice Danny Rose.
Pochettino sees the 23-year-old's versatility as key to his defensive options and that's left Palace counterpart Sam Allardyce disappointed.
