The Daily Star says Spurs are weighing up an £18m move for Spanish winger Muniain.
Spurs boss Tim Sherwood and director of football Franco Baldini met on Friday to assess those players who could be surplus to requirements.
Muniain is rated among Spain's brightest young players and has also been a long-term target of Manchester United.
