Tottenham are willing to spend big to land Chelsea striker Romelu Lukaku.
Spurs are willing to offer £20 million for the centre-forward.
The Daily Express says, however, he will turn down a move to Tottenham because he wants Champions League football.
Several clubs are known to be interested in Lukaku but reports suggest that Tottenham are the only club yet to make a firm offer over a possible permanent move.
It is thought Spurs have slapped a £20m offer on the table but Chelsea may be reluctant to sell to a rival.
Lukaku said: "I want to show what I can do and play in the Champions League with a big club.
"The decision will soon be taken. I have some ideas but we will have to see what is best for the clubs. I don't want to negotiate before the clubs have come to an agreement."
