Tottenham are confident their offer of £15 million will be enough to land Middlesbrough winger Stewart Downing.
Spurs have been haggling with Boro for Downing since their opening £11m bid last month.
But the London club have now reluctantly agreed to meet Boro's huge £15m valuation with a straight cash offer for the 24-year-old, says the Mirror.
Downing only signed a new five-year deal at the Riverside in February worth around £50,000 a week.
But his representative, Struan Marshall, has now been given the green light to negotiate new improved personal terms with Tottenham.
