Tottenham and Manchester City are battling for Lille star Eden Hazard.
The People says Spurs and City are both plotting moves for the 20 year old.
Harry Redknapp has told chairman Daniel Levy that Hazard is the one player who could turn Tottenham into title contenders, while City believe they can use football development officer Patrick Vieira to persuade the player to sign.
It is believed that Redknapp wants Levy to convince him of Tottenham's ambitions of competing for the Premier League crown, if he is to turn down any offer to succeed Fabio Capello as England manager.
And he believes that would mean making significant investments in the cream of European talent, especially £35million-rated Hazard.
