The Mail on Sunday says Spurs midfielder Jermaine Jenas is to be offered as bait to lure Pienaar.
Spurs chairman Daniel Levy is ready to loosen the purse strings after the club finished fourth last season.
Pienaar, who has a year left on his contract, is keen to move to a Champions League club.
