The Daily Mail says Spurs are close to agreeing a £1.3m deal for Jaguares striker Pedroza Whitham.
The 20-year-old was born in Chester but plays for Mexico and has already scored in the Copa Libertadores.
Pedroza has been likened to Manchester United star Javier Hernandez.
