Tottenham, who are currently at a pre-season training camp in Spain, were believed to want the former Mallorca forward and were prepared to pay around £9.5million for his signature, but Ramos has denied that.
"The business about Luis Garcia has never been anything. It was something that someone put out there and others believed it, but there is nothing in it," he told Sport.
"We will not be signing him."
